Biggie legitimately wins almost every category I can think of. He makes it so natural sounding and his inflection is incredible. He emotes so well. His beats were the best around at the time too.

Biggie: Amazing punchlines and flow, but ultimately shallow pop rapper. Props for skill but nothing else.
Eazy-E: Props for N.W.A., but not noteworthy as a rapper.
2Pac: Hard to rate. Unique style. I'd fit him on any rap Top 10 list, but unsure what spot.
DOOM: He's good and all, but what's most amazing is how overrated he is among teenagers on /mu/.
Nas: One of the most skilled, on average less good than Biggie, but when he nails it he shoots right past.
Jay-Z: Probably most marketed rapper ever, nowhere near the best.
Kanye: Same as Jay-Z.
Wayne: What the fuck is this shit.
Viper: Candidate for GOAT, severely underrated. Only people who think he's a meme and don't give him the shot he deserves could hate.

In the Wu, Raekwon and Method Man are also contenders (Ghostface is overrated). Method Man probably beats GZA on flow
Outside the Wu Doom and Nas would probably be pretty close. Doom is the best at structuring complex rhymes.

I don't get west coast hip hop so I can't say anything about Tupac or Dre
Kanye is a great musician but his real talent is in his producing. He'd rank high on a producer list with RZA, Premier, Dilla, and Madlib
