If all of the songs are part of a whole that is greater than the sum of its parts, it's cohesive in my book. It can acheive that by making everything sound the same (Duster - Stratosphere) or not (Pink Floyd - DSOTM).
Gorillaz Plastic Beach was built from the ground up to be continuous, as early as 2004 plastic beach was already slated to be a film or at the very least a fully continuous album.
