I'm not so sure. Rusty feels like the culmination of years of hardcore like Squirrel Bait, Bastro, Fugazi, etc. It's thematically superb, rivals and surpasses Spiderland technically (but Spiderland's more universal themes, subtler vocals, and simpler (not a slur in the least) songs win people over the majority of the time). I truly believe it's one of the best rock albums ever made, and at the least deserves a spot alongside Spiderland. Thankfully its notability is only increasing as the years go on.
