Because the folk rock artists, having already blended two disparate genres of music, were much more musically open-minded than the country establishment (see Ralph Emery's response to You Ain't Goin' Nowhere), which allowed them to be more free to bend convention for the sake of better music. The country establishment, however, was unable to make these changes.
