i didnt know people say this but it was the first thing I thought when I heard debut when I got really into bjork in 2011. Things like play dead or human behavior dont fall under this. But Big time, Venus and especially Violently happy use the cheesy, cheap synth and drum machine that was heavily used in 90s pop. Its like a flat high sound if you compare to todays beats, deep bass, like this for example https://www.youtube.com/watch?v=zqIdxU0Q4uw (and they get overused nowadays too and imo if you will hear them in 10-20 years you will think of 10s). Or the typical rave sound on Theres more to life.
Its not like dated is an insult, its just connected to the time it was released and a lot of music that came after that sounds like that. Unlike already Post which is basically timeless with production, except maybe Hyperballad

Debut was made on purpose to be upon the wave which was booming around that time, according to her, it was a stylistic choice. She said the pretty much all the songs on Debut are things she wrote when she was an adolescent and wanted to put into an album. And if you consider that Army of Me and even Hyperballad are songs that she wrote way back than 1993, it's very possible that she already had very different things going on her mind.
