But why does kind of blue get all the hype and Praise. And not time out?

Kind of Blue was the second jazz album ever to incorporate usage of modes, something which would go on to be incredibly important in the genre. Time Out has interesting usage of unusual meters but in the end odd meters aren't something you can incorporate in jazz as easily as modes
