Biggie Smalls had an interesting way of delivering lines and experimented with so many different styles in such a short discography, and of course he had the best production at that time.
2pac was less special in terms of raw talent but is just well regarded because he acted a fool and got killed.

Tupac was more real and existential, Biggie was just an amazing wordsmith and rapper.

He's like the Howlin' Wolf or Muddy Waters of hip hop. People who aren't even really into the genre can quote you a Biggie verse or two. His hits got played a lot and they're catchy as fuck. Excellent lyricist, but also crisp pop production that caught a lot of ears.
