The more people rate an album, the more the percentage of total plebs and normies among them.
OK Computer is like "I like music": the album. The fact that it's followed immediately by Dark Side of The Moon on the list draws a parallel between the two. OK Computer was a platinum seller which explains the positive bias it gets form critics. Without it, it'd probably be way lower.
Most other albums on the RYM list are just top 100 darlings like VU, Rolling Stone/Crhistgau memes like Led Zeppelin and The Beatles, P4K memes like Arcade Fire and so on and so forth.

The only reason Ok Computer is on no.1 is because more people rated it than Pink Floyd. Pink Floyd has a higher rating so it's (by that standards) better but rated by fewer people so it's number 2.
