folk music has existed in some capacity forever
although the folk you're referring to is probably folk pop / folk rock which started appearing in the 40's and 50's
it started turning into indie folk in the late 90's and early 00's with guys like NMH and Bright Eyes and the Microphones
then guys like Mumford & Sons and the Lumineers came and fucked up the genre and now nobody wants to put out music with the "folk" label anymore
