The only musicians I'd consider "experimental" are those with masters degrees in composition, who decide to fuck the rules and do their own things. Schoenberg, Webern, Early Stockhausen, Early Ferneyhough, Grisey, Murail, Schnittke, Gubaidulina, Ustvolskaya, Feldman, Cage, Nancarrow, early Ligeti and Penderecki, etc.

You don't need to use a particular system to experiment. People all over the world have been experimenting for centuries to develop their musics. In Bali, people are constantly experimenting with composition. Ruggles claimed to have not studied music theory, and that his compositions were made by playing and listening. Many composers pursued ways of making music that their education in music had little or nothing to do with, like Percy Grainger. You don't need to learn the rules of any particular system. Perhaps you do to be part of the European tradition, but I don't think all of those musicians from different traditions or no tradition are failing to experiment because they may lack knowledge of some historical European techniques.
