Rio is an island in a sea of mediocrity. Duran Duran is all over the fucking place, both stylistically and in terms of quality.
How the fuck are you gonna say Rio is underrated when that and Notorious are pretty much their best and most recognized albums? In the context of music-in-general, sure, but that's because DD is the epitome of style over substance. For fucks sake they hired a fashion designer.
In the context of their discography and 80s synthpop? Hell nah bruh.
No Bowie album is underrated. Just because it's more famous then 90% of other albums at the time but not 100% doesn't make it underrated.
