The technology got better, and society became a lot more liberal allowing music to be more free. Music naturally would get better because of that.

For the last century there has been money backing music. The recent turn has to do a lot with market research, target demographics, and ease of recording. The sums of money that labels can offer people can put a stranglehold on the creative process too, but they wouldn't have any direction to pull the leash without the target audience modality. Then there's the fame delusion, and fame psychosis to top it all off.

Poptimism in itself really isn't a bad thing. There's nothing wrong with the core idea that pop music (whether we mean "Top 40 pop" or "verse-chorus-verse pop" can be artistically viable. The problem comes when people try to insist that music is good because it's popular or, conversely, that music is popular because it's good (or my personal least favorite, that music is good because it's "fun"). If anything, the cardinal sin of poptimism is trying to remedy the exclusion of pop music from a critical lens by overtly excluding pop music from a critical lens by asserting that it's outside of that lens. Still, poptimism is needed in a time where the indie/pop dichotomy and the lines between genres are becoming increasingly blurred.
