Can you guys help me identify this band i've been looking for? I think it has "department" in the band name, and the album cover is blue, I think it's a picture of a sky. The music is really fuzzy and noisy, and it was twee-sounding female vocals.

yea it's not The Radio Department. it's been bugging me for a while. i just remember they had a really lo-fi, fuzzy (almost synthy) sound.
