I get the feeling the skull mask is representative of death or evil shadow gov etc and the eyes are like your third eye or everyday people? they're not just a Dadaist band they have an idea about what it means, I think it's most obvious in duck stab

I think you're overthinking the costumes, also the eyeballs only made their appearance from Eskimo on.
The Skull represents mourning at having one of the eyeball masks stolen during a tour.
