Say You Will is one of the album's best and Welcome to Heartbreak is atmospheric as fuck despite all the lyrical cheese. Besides, that's almost a staple of Kanye albums at this point. If I'd remove any songs from 808's they'd be Bad News, See You In My Nightmares, and Pinocchio Story. Even then I'd only really want to take off the last one - even SYIMN has its instrumental going for it.

I don't think it's his worst but it's so haphazard and so many of the songs feels less like songs and more like vignettes that I can't think of it as anywhere near his best.

I think 808's is the best because it's his most artistically cohesive, not to mention I dig the atmosphere it creates. Everything from the minimalist synths to the sparse drum patterns to the autotuned vocals to the introspective lyrics create this unified feeling of loneliness and distance. Kanye really sounds like a man who has lost everything he holds dear to him on it, and I think it's more compelling than anything else he's done, even LR which is my second favorite.
