Sure that's what his voice has sounded like since the late 90's, but I think the real reason people gravitate towards his singing abilities so much is because, on his Island releases, he shows an incredible amount of range and an uncanny knack for inhabiting characters. Sure he could sound monstrous. but he could be harmonious just as easily.
