Because Jon's not there to fight him. The Beatles were always John's band, and Paul couldn't stand it.
From late '66 until their break up, Paul was the one component keeping the band at work. John was busy with a divorce, drugs, and depression. George was busy with drinking and meditation. Paul just wanted to make music. Sgt. Peppers and Magical Mystery Tour are basically Paul's entry into becoming the true frontman of the Beatles.
After they broke up, he was uninhibited. Paul was truely the best of them by a mile.
