I think Eno is past that kind of thing, meaning that he feels he has explored art rock as much as he wanted to and wants to now continue his exploration of ambient. Sure, it would be really awesome if he did another art rock album, but he really likes making strange soundscapes with ambient. He might collab with someone else though at some point, like >>63682772 said.
