look, the best music an idea or multiple ideas, and then develops those ideas in some way shedding new light on the multiple dimensions of it and/or exploring different possibility it could lead two. lucid development is nearly impossible to improvise alone (bach did it), but I have yet to hear it in a setting where mutiple musicians are improvising. the only solution is to limit improvisation by painting the structure in broad strokes while along some room for changes. 12 bar blues does this, but it's very limited in scope. occasionally I hear jazz that manages to define it's structure enough to develop and accomplishes more than 12 bar blues ("namia" for example), but it's both rare and still does not amount to something mind boggling, just OK.
