Is there anyone that has anything remotely close to the distinct Hendrix sound? The closest I could find to it is some of Janis Joplin's stuff.

I'd say Frank Zappa is just about as close any other. Though honestly no one can replace Mitch Mitchell. That's why Hendrix's last album sounds so different.

Frank Marino and Mahogany Rush came close, as did early Robin Trower. Sometimes Lenny Kravitz can get that sound. (Are You Gonna Go My Way sounds like something Hendrix would've done) People recommending early Funkadelic are on the money.
