Can anyone tell me what this type of beat is called? I'm talking specifically about the high pitched droning noise. What is this called? What instrument causes it? How could I recreate this in FL Studio or similar?

So I figured out that the DOOM track samples a scooby doo theme song. Are you sure its a flute? I don't know instruments well enough to tell.
