It is in fact a dog. I'm pretty sure that Beck picked that image at semi-random because they were so behind on everything that they never managed to get proper album art, so this was like a day or two before he had to have the album finished and just used this weird picture of a dog.
Worked out pretty well, it's one of the most iconic album covers of the past twenty years. Great record too, Beck's best.
