i don't know shit about keyboards, but my plan is to buy an okay cheap one at a pawn shop to learn notes and chords and then go from there. i'm fickle and stingy though, i'm just making sure that if i don't commit to learning i'm not sinking too much money into it.

Depends what you really want to achieve musically, just start cheap otherwise you might end up dropping a tonne of money on something you may become disinterested in.
I recomend something like a microKORG or an Arturia Microbrute as an entry way into the stuff.

I'd say learn keyboard first, it generally forces you to build up from the bottom in technical understanding and ability. Guitar kindof lets you skip to chord progressions and sometimes people never progress beyond that.
