Basically a board or forum like any small nit group develops it's own culture and inside jokes. Well a general on a very specific subject will be an even smaller group of people discussing that topic.
The longer the general goes on, the more likely it is to devolve into nothing but shitposting and forced memes. When this happens and goes on long enough, the topic will become almost indecipherable to any newcomer. As newcomers begin to pick up and carry on the memes they cannot tell what is true and what is memes so eventually everything posted will eventually become a meme regardless of the context in which it was posted.
I call it Zierler's law because that fucking song keeps getting reposted to the point that I can't tell if the person posting it actually likes it or not.
