I dislike most modern hip-hop. I love tons of 80's & 90's hip-hop. The modern hip-hop I like tends to sound like it believies it's still the ninties. DOOM, RTJ, Czarface. Why does most new hip-hop suck? What should I listen to?

Let me think of some shit to rec you.
Since you've shown interest in that collab with Gibbs and Madlib, definitely check out Common's shit, especially Be, and Lupe Fiasco's Food and Liquor, as well as Tetsuo and Youth (the latter for a more modern sound).

As >>63321346 said, FlyLo is good for some glitchy, jazz-y hip-hop with some futuristic sounds. Definitely check out Los Angeles or 1983 first if you haven't.

Digable Planets, Freestyle Fellowship and The Pharcyde are also some real good shit you might like in the vein of what >>63321558 said.
Digable is more laidback and RnB orientated, Freestyle is orientated towards a mix of De La Soul and other hardcore groups at the time (while still being much lighter-hearted) and Pharcyde is a weirder, funnier version of ATCQ.

Aesop Rock and EL-P are good too. I think you'd also like Soul Position and Blu for more recent 90's sounding stuff.

The Memphis rap scene is also good, check it out, I think there's a folder in the archive with a lot of discographies from notable artists/groups from the scene, especially Three 6 Mafia, Koopsta Knicca and Gangster Boo.

DJ Krush is a great Japanese instrumental hip-hop artist in the vein of Nujabes and DJ Shadow, with a trip-hop edge who has been releasing stuff since the mid-90s. Check Meiso out if you want a cohesive instrumental album that can stand without vocals. His "Rain" singles is also great but they have a cleaner, more futuristic style of production.

Like this anon suggested >>63321741, if you're interested in political/gritty conscious hip-hop, check out Billy Woods and Ka. Billy is more focused on a rough, gritty form of production with a strong (if somewhat choppy, inconsistent flow) voice, whereas Ka is very street-orientated and aware with a quiet, moody production, but lacks in energy.

For modern hip-hop with a spacey style, definitely check out the Ziggurat by the Constructus Corporation, Deltron 3030's S/T and Clams Casino's instrumentals.

And for some general recommendations, I guess you could listen to:
Prince Paul - A Prince Among Thieves (boom-bap, conscious conceptual album from the 90s)
Shahmen - All in the Circle (dark, trip-hoppy hip-hop with deep vocals)
Young Fathers - Tape 1 and 2 (grime influenced hip-hop from a Scottish group, catchy as fuuuuuck)
All of Mos Def and Talib Kweli.
Milo - so the flies don't come (I didn't really like this, but some of my friends did so you might too)
Kill the Vultures - S/T (free jazz inspired hip-hop, rapper has a good flow and loud delivery, but can be abrasive on first listen)
Earl Sweatshirt - Doris (already rec'd but you might enjoy it, seems to be the modern hip-hop album (that doesn't have a 90s production style) most old-school listeners enjoy).
Man Bites Dog - Noir (sample based, creepy instrumental hip-hop)
