Is shoegaze inherently psychedelic or is this a mix of psychedelic rock and shoegaze?
I'd like to think that shoegaze is psychedelic or stoner for obvious resason. such as sweet trips velocity design comfort. It's considered shoegaze but I think it's very psychedelic for its sound

Before I knew the term 'shoegaze' I thought of Loveless as a psychedelic rock album. So I'd say yes, shoe gaze is psychedelia

Both, sort of. Shoegaze is really sort of an outgrowth of dream pop and noise pop, so I definitely wouldn't call it a subgenre of psychedelia, but it's clearly influenced by psychedelia.
That said, The Brian Jonestown Massacre is more deliberately psychedelic in a 1960s way than any other shoegaze band. I'd actually call them garage rock before I'd call them shoegaze, so yeah, they have that 60s garage/psychedelic sound first, and shoegaze second.
A band like Swervedriver, or Catherine Wheel are shoegaze without being psychedelic
