I think she's talking about growing up in a shit neighborhood with no real chance at making it. this was her first (only?) big album so at the time she wrote the song she wasn't "someone". Kind of like how people are feeling today but she handled it way better, in a way that still touches people to this day, rather than throwing molotov cocktails and shit lol
