I've got some money to finally buy a decent pair of speakers for listening to music
But I cannot decide what to get
$400 is my max budget, and these are the suggestions I found so far

also do I need an additional dac unit for increased sound quality if I only have a mobo so far?

Tbh if you're not some pro then don't worry about reading the bank. You won't be able to tell the difference after a point

My recommendation. Granted I wouldn't buy from best buy but those are good speakers

Just go on craigslist and look for name brand stuff. You can't go wrong and you won't spend more than $100 if you do some searching.

I like my lsr305s. Very neutral.
To give an idea of my taste, my headphones are sennheiser momentums and I like those, too.
I have some 8 year old Bose desktop speakers, too. Those are way too bass heavy, but I don't do serious listening on those to care to replace them.

I found a pair of nose acoustimass II at goodwill, 4 dollars, working (I think that's the model)
They sound decent but the bass just drowns everything out. I tried to hook it to a cheap 2.1 sub for pcs and have all the bass go to the sub instead

I have the middle monitors and they're the best thing I own, the highs are crisp and the bass is good too

lsr305s are studio monitors. they'll have a flat frequency response, which is objectively good for mixing but subjectively good for listening. I like flat signatures better but a lot of people like the more v shaped signature you'd get from the audioengine speakers which are tuned for casual listening. That's not to say the lsr305's are impossible to use for casual listening - in fact they're basically the exact same thing. The only difference really is what kind of sound you like.
