There are good examples of country, but the genre suffers greatly from being heavily commodified.
Country used to be a considered a wide variety of folk music. In the late 50s and early 60s the music industry decided to capitalize on this disparate group whose listener base was not interested in the commercial presentation of "folk" (that is, the leftist, progressive protest folk that was popular), and so gathered these genres into two categories: Country (southeastern folk, previously referred to as hillbilly music) and Western (southwestern folk, which included the cowboy ballad).
Eventually western lost its pull except in regional niches, and was eventually marginalized by the increasingly homogeneous commercial presentation of "country", which was further and further streamlined to be sold to its listener base, until you got the country pop of the present day.

Country is a broad-ass genre that happens yo include mounds of shit, where American Promitivism (if you can even call it a genre, its really more of a movement) pretty much only includes the people signed onto Takoma records, that guy from Pelt, and a few contemporary bandcamp kids.
So to answer your question, its exclusion. A tightly knit group of guys making pretty much the same music has less variation in quality then something as broad as "country"
