In 1981 that was probably true. In terms of the number of bands that were relevant, and pushed the genre in different directions, New York (and to a slightly lesser extent DC and Chicago) was the best city for creativity in punk music. Without NYCH we would have never had crossover, metalcore, beatdown... like 90% of hardcore bands these days are somewhat derivative of NYHC.

Bands that inspired more people to play music are objectively better. Popularity has nothing to do with it. As I said in the last post (I guess you cant real all that well) crossover, metalcore, beatdown all started in new york. Before bands started making that kind of music punk had been stagnating. Anyone who lived through the era (me) will tell you that in the mid 80s punk seemed like it was dying and new life was breathed into the genre with bands like cro mags, cause for alarm / L&J era agnostic front, leeway, madball, youth of today, sheer terror....

as far as modern bands go, new york isn't as important as it used to be. DC remains strong and Baltimore has an incredible scene, probably the strongest in the country right now.

No it didn't. I was 19 in 1990. Thats when hardcore really picked up. Living in Cleveland until the mid 90s I saw some absolutely batshit insane shows. I will admit the scene was overly violent during this time and that turned some people away but there was no shortage of great bands and shows.
