It depends on the album really. Sometimes it's only a double album because it wouldn't fit on a single disc, sometimes it's really two parts.
The Wall is a perfect example of a double album that shouldn't be a single album even if it — having to change discs between Goodbye Cruel World and Hey You is meaningful in the story.
