Someone could probably make a cool little web app out of something like this where you can drag the perspective about and go up and down. Probably not too many albums for the back of peoples heads though.

I think the key thing that makes the OP gif work is that the eyes are always in the same place from picture to picture. To make this look good, you would probably have to crop and rotate each album so that each face lines up on top of the last one. If you watch the mouth in the OP it's almost always the same.

I think the problem with The Seer is that it looks like he chose a low res image for it
