I'd start with Goodbye and Hello and go chronologically from there. He gets into some extended drugged-out jams later on that seem to alienate some people.

If you like jazzy Sixties folk albums, try Goodbye and Hello, Happy Sad and Blue Afternoon. If you like drugged-out experimental jams, try Lorca and Starsailor. Avoid the debut and the two shitty final albums.

I just want to say that the anon who said don't listen to his debut is wrong, it's a solid album. Tim's last two albums are kind of shitty though, still think they're worth a listen though.
