If you're talking ST/Untrue era, you can try Volor Flex, which is one of the better blatant rip-offs of Burial.

This isn't really comparable to Burial, it's a bit more dub influenced and ambient, but I'm really enjoying this. Will be on my list of things to listen to at 3:00 AM

He is definitely not superior to Burial anyway, while he has a strength in making interesting timbres with his synths, most of his tracks without features lose steam quick because he's bad at progressive composition
