a few bands have done it effectively. crass- they've got a bomb incorporates silence for a conceptual purpose (a reminder of the aftermath of nuclear weapons) and mr. bungle- ma meeshka mow skwoz uses brief silence to make the subsequent sounds even more jarring to the listener.

i'm quite sure they realized that, but the silence was to remind the listener that there would be 'silence' (because of mass death and destruction) across the area directly attacked by a nuke.
