I don't know if this is what you're looking for or if it will get me verbally crucified, but Turn on the Bright Lights doesn't refer explicitly to a city in its artwork or contents. However, I feel it could work for how incredibly lyrical the music is, how affective and evocative of a particular time and place it is. It's an artifact, a document of that setting. Even though I've never been there, I feel like I've lived in that place all my life when I listen to that album. Just how I feel.
