I don't expect technical proficiency from folk singers by my god, his voice is so uninteresting compared to the arrangements.

I've always thought Cohen made up for the lack of diversity in his delivery with his great tone. To me, he's always sounded like some kind of wise old sage whose monotone delivery helped give off an air of authority.
I think he hit a sweet spot with this effect on I'm Your Man when he was in his 50's. If you haven't listened to that one, I recommend you do.
