why does this happen to so many artists? you'd think their skill and control over their instruments would improve over time, do they run out of new and interesting ideas? Or are they just less selective about what they put out after the first couple albums.

It tends to happen to a lot of rock artists where an innovative stylistic idea is more important than improved musicianship and composing skill.
For jazz musicians, it's completely different. They might go through particularly fruitful and creative spells but in general, mid career jazz albums are generally where the magic happens. Before they get too old and as their technical abilities are at their best.
