what does that even mean? I've heard several artists that I like described by it but to this day I can't understand what the uniting theme is besides "became popular after the 60s"

To me the best definition is music that is influenced in some way by bebop, but isn't bebop. It's become kind of a catch-all but I think the term is most often applied to mid-60's era Blue Note artists who's music is based in bebop/hard bop but also has elements of avant-garde, modal jazz, and/or free improvisation. Miles Davis' second quintet is maybe the quintessential definition of "post-bop" to me. The style doesn't really have a lot of restraints so that's why a lot of post-60's jazz is often lumped into this category.
