To me the best definition is music that is influenced in some way by bebop, but isn't bebop. It's become kind of a catch-all but I think the term is most often applied to mid-60's era Blue Note artists who's music is based in bebop/hard bop but also has elements of avant-garde, modal jazz, and/or free improvisation. Miles Davis' second quintet is maybe the quintessential definition of "post-bop" to me. The style doesn't really have a lot of restraints so that's why a lot of post-60's jazz is often lumped into this category.
