maybe you're just memeing but if this is a serious question i would say he probably messed with samples and synths and midi for a long time and has a lot of practice in that type of stuff so he knows the technicalities and how to make good melodies. and then another element is finding the samples which im not sure how he did, maybe he just wanted to make a sample based album and looked up movies and songs he liked and took snippets or maybe he just wrote down in a notebook whenever he heard a cool potential sample. and then the third part is the actual vibes and atmospheres to the album. this sounds cheesy as fuck but i think its kind of a spiritual or magick type thing the way things worked out so perfectly together, but its definitely at the very least drawn from a certain type of emotion. he didnt just sit down and pull an album out of there, he constructed it from certain elements and things and things he liked and thought about, etc, etc.
this isnt step by step but you get the idea

Actually fits as a two-parter but also decently fits the new style of this album 8/10

Wish this was actually a full track, easy 10/10 from the 1:30 there is of it

Stupid generic lyrics but catchy and makes you feel nice, 9/10

Overall this album is great, I like classic Grimes as well but this totally worked. Objectively, this album is at least a 9, if not a 9.5. Really if fucking SCREAM wasn't there it would be like 9.8.

Andrew Bird. The Myseterious production of eggs is where I'd start.
Anais Mitchell- Hadestown, and Young Man in America. Hadestown is pretty ambitious(and one of my favorite albums), i'd give that one a try.
Beirut- Lot of folky horns. Kind of gypsy, Eastern european inspired.
Mother Falcon- More on the symphonic Folk side. You Knew is probably the best example.
Neutral Milk Hotel- I'm sure you've heard it by now.
Little Tybee- For Distant Viewing.
Kishi Bashi.151a is my favorite by him. Lots of harmonies and layered violins.
Elliott Smith. Not very much like Illinois era, but still pretty similar. Either/or is a great place to start.
