The Crystal Heart is certainly a powerful enough artifact, holding back wintery storms magnitudes beyond the standard efforts of pegasi teams. The side-effect of the crystalline pulse is quite dramatically visible, too. How frequently does that come around? It seems to come around at extraordinary moments, but the inhabitants of the city would know best.Think it happened during the Equestria Games at all? That'd have been a spectacular sight.

Yes but Empires dont just spring out the ground. The ponies had to start out somehow, and it's highly unlikely they expanded while being buried with the otherwise untameable storms.
I would wager the early migrants utilized magic to develop the crystal heart and the subsequent rituals, then the Empire was founded/expanded outward as a result.
It would be interesting to note if some of the known settlements/towns in other areas were once connected to the Empire, and only splintered off after Sombra and the main hub of the Empire vanished. Though that is unlikely since we see very little connection between places like Ponyville/Canterlot and the Empire aside from archaic knowledge of the Empire's existence. The exception to this train of thought would be if it happened so long ago that the similarities died off and everything faded to legend.

With how old the empire is according to the show, it could easily just be their southern most city. Like the Dwemer, they spread out across the northern reaches of the equestiran continent, using their magic to keep back the snow and make it habitable.
Que the inevitable "nature strikes back" thing, and their cities are burred under snow and ice again, until they have to pool their resources and hold at their southernmost city, the place known as the crystal empire today.

I am looking at it more in the Context of a Rome parallel. Rome was the great city, the original city, but eventually it fell away, the capital moving to Constantinople when the west fell. To those living in Constantinople during the height of the Byzantine empire, while they were all Romans, there was only one capital, and it wasn't Rome.
The modern crystal empire could be a second or even third capital, originally grown out from a purposed settlement like a mining colony or giant snow cone export business or whatever other reason ponies would go to the arctic for.

The subplot with Sunburst trying to conceal his inadequacey and avert Starlight's disappointment will hopefully be just the tip of the iceberg for his future development.

Everything with Spike, GlimGlam, or Sunburst in it worked. Most of the rest was predictably annoying and annoyingly predictable. And kind of dumb.

The baby wasn't good. But it wasn't the turbo abortion I assumed it was. I was glad it was a pseudo-villain.
Glimmer was really fun, especially her interactions with Spike, who was done justice for once. That and, a lot of the episode was just plain cute, which is rare for an opener.
Personally I didn't care about not having an epic villain rainbow fight, it makes it stand against the rest a little bit more.
I think people are shitting on it too much to be honest. I knew that was a given because babby but still. It wasn't the best opener but it was still a few leagues above say, 3.
