There's also been some dispute whether fascism really belongs among the "right wing" ideologies. Most people would say that it does, however there is an alternative - absolute monarchy (autocracy + conservatism). If we interpret it that way, it makes sense that QUEEN Chrysalis is in the upper-right quarter.

It appears that in Equestria a lot of power is delegated to the local government, so the Princesses are probably somewhere closer to the center. But this sort of a headcanon-y territory (for some reason a children's TV show doesn't concentrate on politics that much) - if we rule that out, Celestia, or Cadence could actually be placed in the top right quarter.
To be honest, it would also make the graph more interesting (since the top wouldn't be occupied solely by evil characters).
