I think that if this happened earlier in this series run, a lot more people would be raring and willing to go sign this thing.
Most of the fans now a days tend to steer away from that sort of thing because of the crappy name and image given to the mlp community in these short years. People are burnt out, don't care and would rather bait to clop fics and porn.

Mostly are hard to be traced, mostly are unknown to hasbro, mostly didn't monetize enough to be an economical damage for Hasbro.
But yes generally fan creations increase popularity. That is why most of them are not c&d'ed, they don't get enough money or they don't get bucks at all, they are just free advertising.
Jan, on the other side, was too much popular for Hasbro to let him gain all the jewgold he may have gained.

You answered yourself. Jan can make money due Youtube partnership, and it have to ask permissions to Hasbro. When he asked (but he already made his videos) they at first they said NO.
Period. He is not entitled anymore to use their characters and their art style.
What Hasbro did wrong is to make him wait 1 year for a definitive answer that was never made in the end. But they are not bound to answer him at all. Let me explain why:

Secondly, someone DOES NOT have to make money to receive a C&D. He got one because his animations closely resemble the IP. Legal teams have to determine if something is potentially dangerous to the IP, which most fan work is not. If it comes close to the same style then it may be of concern.
The thing is if they do nothing about any of them, down the line a judge could rule that because they DIDN'T take legal recourse on similar creations that Hasbro has no rights to the IP at all if it gets challenged. Christ, none of you fucks know the first thing about intellectual property.

Why Hasbro fears animations that closely resemble the IP? Because animators can hugely monetize on that franchise without asking permissions, this because, by being totally similar to the original, will please everyone in the fandom, and not only a part who "likes his artistic style".

Hasboro is legally obligated to protect their trademarked property. By U.S. law, if they do not reasonably attempt to enforce the impingement on their trademarked property they risk losing the trademark. Jan's work was vertually indistinguishable from the show in style and presentation. Dropping the C&D would be the dumbest and most financially absurd thing hasboro could ever do.
