Just like breast development, Cutie Mark discovery is a natural part of a pony's life-cycle. Some ponies get Cutie Marks well into their adult years, some get them really early, and I'd be willing to wager that there were some ponies who never developed a cutie mark at all.
So in essence, the answer to your question: They're still young fillies; teenagers. They're not legal.
