Lakitu's cloud is actually a self-dissolving mechanical device. That's why literally anyone can hop in if it's empty.
The cloud suit is basically the same thing as having wings. It allows them the same capabilities as a cloud walking spell, because they're literally made of clouds now.
Vines are actually naturally magic imbued, so once they reach up in the sky and the Bros are finished wiping their crotches all over them, it gives them temporary cloud walking abilities.
