Alright, Spike really does need a pair of wings. How do you write the episode where it happens? Some allegory using molting in place of becoming a teenager? An epic battle? Something like what Twilight got?

I'd probably go with some kind of magical molting thing. Maybe something like:

it should be an epic adventure to an unknown part of the world by both Spike and Ember
maybe encounter other dragons and spikes jealousy triggers growth, "hoarding" Ember
moments of doubt and such, angst, higher purpose mission
alternativly or included, Spike gets "Red Pilled" as a result of seeing competition and effecting on his coddled life with ponies, creating an internal struggle, all while dealing with embarrasing hormonal imbalences

Plot was never fully explained, I don't think more than a small clip and some cover art mistakenly used in a print run of a different movie exists from it.
So yeah, no clue why. But there are many ways to do it with G4 Spike, and many toys they can sell.
