Well, if we assume it's a 4/4 (most common), we can just count the value of each note and add the bars.
The second page tho, it's only a copypaste of the first with even more notes.

This sheet is a complete mess. There are no compasses, the key signature is mixing everything with everything, only 2 rows repeating 3 times and no meter.

That's not unheard of, a lot of music, especially in the 20th Century, was written without meter.
The problem is the note values of each part don't add up to remotely the same amount at all.
