Some people do say that the castle library is public but I would think it would be one of the first rooms if that was the case also it would have been mentioned and nobody has been seen in it
For that matter I never saw anybody in the golden oak library do people in ponyvile not read did nobody tell them the library had reopened when twilight arrived
