Prehaps, after a while, her parents felt as if they could not provide her with the upbringing she deserved, so she was sent under the care of a guardian to live in Cloudsdale, so she could spend some time in an environment natural to her species.

She would've been quite young at the time this decision was carried out. She would barely be able to remember the time she spent with her parents, making it feel as if she had lived there 'all her life'.

Or, y'know, they could just be fanon parents, and have their own reasons for being there
